Serious accidents – Prevention
ETP supports its clients in identifying establishments potentially covered by the major accident prevention regime (Seveso III Directive).
The storage, handling, and transportation of hazardous substances can pose a significant threat to the surrounding population and the environment. As such, these activities must be supported by measures to mitigate the risk of serious industrial accidents (fires, explosions, spills, etc.). In fact, the occurrence of this type of accident causes highly detrimental effects on human health and/or the environment.
An ETP performs SEVESO studies for establishments within the scope of Major Accident Prevention according to the Decree-Law No. 150/2015, of August 5, which transposes Directive 2012/18/EU (Seveso III). In this context, the objective of each study is to assess the risk, prevent hazards, and limit the damage from any potential accidents.
The identification of the stored quantities of hazardous substances or waste and the sources of risk allows the ETP Project Team to:
- apply a risk analysis and assessment methodology;
- develop potential accident scenarios.
Based on the results of the risk scenario evaluation and characterization, the project team defines and implements prevention, control, and mitigation measures. As a result, these measures constitute the Major Accident Prevention Plan.
In conclusion, the applicability of the major accident prevention regime is determined by the maximum quantities of hazardous substances covered by Annex I of the aforementioned decree, present at the establishment.
